Federal OSHA coverage
Private-sector employers in Illinois are governed by federal OSHA — 29 CFR Part 1910 for general industry and 29 CFR Part 1926 for construction. Federal OSHA Area Offices in Chicago North, Chicago South, and Peoria cover enforcement across the state.
No private-sector State Plan
Illinois operates a State Plan covering only state and local government employees through the Illinois Department of Labor. Private employers report to and are inspected by federal OSHA.
OSHA 10 requirement
Illinois does not have a statewide law requiring OSHA 10 cards on construction projects, though Chicago and some municipalities have imposed local requirements on city-funded projects. Verify contractual requirements on each project.
Asbestos and lead
Illinois has its own asbestos abatement licensing program through the Illinois Environmental Protection Agency (IEPA), which exceeds federal requirements. Workers performing regulated asbestos abatement must be licensed by the state.
Workers' compensation
Illinois has one of the more active workers' compensation systems in the country. A workplace injury that triggers a workers' comp claim may also be an OSHA recordable incident — the two systems are managed separately but often interact.
Heat illness
Illinois follows federal OSHA enforcement through the General Duty Clause for heat illness. No state-specific heat standard exists, but federal enforcement has increased in construction and agriculture during summer months.
