OR-OSHA overview
Oregon's occupational safety program covers all private and public sector employers in the state. OR-OSHA is administered by the Oregon Department of Consumer and Business Services (DCBS). Federal OSHA has no jurisdiction over Oregon workplaces.
Division 2 — General Occupational Risks
Oregon's general industry rules are organized in Division 2. Many are similar to federal 29 CFR 1910 standards but with Oregon-specific modifications. Always consult OR-OSHA rules directly rather than assuming identical content to federal standards.
Heat illness rule (OAR 437-002-0156)
Oregon adopted a comprehensive heat illness prevention rule covering both outdoor and indoor workers. The rule requires written heat illness prevention plans, specific water and shade provisions, and mandatory cool-down breaks when temperatures reach 80°F. Indoor workers are covered when temperatures reach 80°F.
Reporting requirements
All work-related fatalities must be reported to OR-OSHA within 8 hours. Hospitalizations, amputations, and loss of eye must be reported within 24 hours. Reports can be made by phone to OR-OSHA or online.
Temporary worker protections
Oregon has specific rules addressing temporary workers — staffing agencies and host employers share compliance responsibilities. Host employers must treat temporary workers the same as direct employees for safety training and hazard exposure.
